you don't need to sign up your android account details , before you can download, its very easy and simple

FOLLOW THE STEPS BELLOW

1. Open Android Store  on your PC browser or click HERE

2. Choose any App you wish to download

3.click on the App and allow it to load,
4. copy the url link

5. Then open APK Downloader. click HERE To open,
     Paste the link you copied from Play store

6. Click on GENERATE DOWNLOAD LINK After which you click on download
